Now new residential developments of more than 30 units must meet minimum parking requirements on a tiered scale. Based on the rules in place at the time, it offered tenants multiple bicycle racks\u2014but not one parking space.<\/p>\n<p>Neighbors were not pleased. The development was one of about 30 parking-free, multifamily buildings in various stages of completion in the city\u2019s cozy southeast neighborhoods. The boom in construction has been fueled by Portland\u2019s apartment shortage; last October its vacancy rate was <a href=\"https:\/\/www.oregonlive.com\/front-porch\/index.ssf\/2012\/10\/portland_apartment_rents_conti.html\" rel=\"nofollow\">second only to New York City<\/a>.<\/p>\n<p>Portland mayor Charlie Hales, who was on the city council in 2002, when it passed parking regulations that allowed housing to be built without parking as long as it was within 500 feet of public transit that had frequent service, told local media outlet KGW that tall, boxy buildings chock full of studios and one-bedroom apartments was not the development he\u2019d had in mind when he\u2019d supported the rule.<\/p>\n<div id=\"attachment_777\" style=\"width: 394px\" class=\"wp-caption aligncenter\"><a href=\"https:\/\/www.myparkingpermit.com/blog\/wp-content\/uploads\/2013\/05\/guest20130509172435.jpg\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-777\" class=\"size-full wp-image-777\" alt=\"Community parking permit\" src=\"https:\/\/www.myparkingpermit.com/blog\/wp-content\/uploads\/2013\/05\/guest20130509172435.jpg\" width=\"384\" height=\"329\" srcset=\"https:\/\/www.myparkingpermit.com/blog\/wp-content\/uploads\/2013\/05\/guest20130509172435.jpg 384w, https:\/\/www.myparkingpermit.com/blog\/wp-content\/uploads\/2013\/05\/guest20130509172435-300x257.jpg 300w\" sizes=\"auto, (max-width: 384px) 100vw, 384px\" \/><\/a><p id=\"caption-attachment-777\" class=\"wp-caption-text\">Neighborhood parking is a peculiarly hotbutton issue in Portland, where urban growth is perennially on the political agenda. Via <a href=\"https:\/\/www.myparkingpermit.com\/parking-permits\/neighborhood-hoa-parking-decals\">myparkingpermit<\/a>.<\/p><\/div>\n<p>\u201cIt is a good thing that we\u2019re building up and not out,\u201d he said to The Associated Press but also urged a \u201cpragmatic\u201d approach.<\/p>\n<p>\u201cPeople still own cars,\u201d said Hales.<\/p>\n<p>That acknowledgment is not one easily accepted by locals and policymakers who have made the city one of the most environmentally friendly in the country. It boasts a plastic shopping bag ban and global warming \u201caction plan\u201d and, in 2001, became the first city in the United States to open a streetcar line in more than 50 years. From <a href=\"https:\/\/www.flickr.com\/photos\/klimenko\/\" rel=\"nofollow\">Dmytrok<\/a>.<\/p><\/div>\n<p>But now that locals are seeing the results\u2014towering construction and fewer parking spaces\u2014of abstract policies, they question the direction in which the city\u2019s development is headed.<\/p>\n<p>The newly implemented parking minimums may be just one sign of the change afoot in Portland\u2019s parking policies.City commissioner Steve Novick last month recommended permit parking for Division Street in response to the controversy. Were permit parking to be implemented there, it would be one of just three <a href=\"https:\/\/www.portlandoregon.gov\/transportation\/article\/327083\" rel=\"nofollow\">permit-parking zones<\/a> located on the city\u2019s east side.<\/p>\n<p>Novick\u2019s suggestion has yet to gain traction, but it does point to the rising discomfort of a city struggling to reconcile environmental goals with urban growth.<\/p>\n<div class=\"related-products\">\n<h3>Like this topic?
