There might not even be an iron ranger, those metal boxes that collect parking permit and camping fees from users.<\/p>\n<p>That&#8217;s not good. The parking permit fees provide <a href=\"https:\/\/www.parks.ca.gov\/pages\/795\/files\/10-11%20Statistical%20Report%20FINAL%20ALL%20COMPLETE%20INTERNET.pdf\" rel=\"nofollow\">the bulk of parks&#8217; revenue<\/a>, funding the\u00a0upkeep and maintenance of the state\u2019s many enviable natural resources. Poor enforcement allows park-goers to ignore the <a href=\"https:\/\/www.parks.ca.gov\/?page_id=1049\" rel=\"nofollow\">fees<\/a>, which, at $10 to $15 per day, can quickly drain the wallets of repeat visitors. From <a href=\"https:\/\/www.flickr.com\/photos\/dougtone\/\" rel=\"nofollow\">Dougtone<\/a>.<\/p><\/div>\n<p>Indeed, it\u2019s the state\u2019s simultaneous hostility towards taxes and weakness for public spending that many blame for California\u2019s economic crisis two years ago. At the time, it faced a $27 billion deficit and, according to Standard &amp; Poor, the worst credit rating of all fifty states. Two of its cities\u2014Stockton and San Bernardino\u2014had declared bankruptcy, and its unemployment rate hovered near 12.4 percent.<\/p>\n<p>California is projected to end the fiscal year 2013 with an $850 million surplus.<\/p>\n<p>While that\u2019s obvious improvement, the state\u2019s recovery remains fragile, and there\u2019s interest in discovering a better parking permit system for its state parks. Already regular users of the parks\u2019 hiking and biking pathways are sidestepping the parking permit fees by parking on nearby streets.<\/p>\n<div id=\"attachment_718\" style=\"width: 262px\" class=\"wp-caption aligncenter\"><a href=\"https:\/\/www.myparkingpermit.com/blog\/wp-content\/uploads\/2013\/05\/guest20130503171555.jpg\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-718\" class=\"size-full wp-image-718\" alt=\"Beach pass parking hangtag\" src=\"https:\/\/www.myparkingpermit.com/blog\/wp-content\/uploads\/2013\/05\/guest20130503171555.jpg\" width=\"252\" height=\"504\" srcset=\"https:\/\/www.myparkingpermit.com/blog\/wp-content\/uploads\/2013\/05\/guest20130503171555.jpg 252w, https:\/\/www.myparkingpermit.com/blog\/wp-content\/uploads\/2013\/05\/guest20130503171555-150x300.jpg 150w\" sizes=\"auto, (max-width: 252px) 100vw, 252px\" \/><\/a><p id=\"caption-attachment-718\" class=\"wp-caption-text\">Consumers may see parking passes like this beach pass as more acceptable because they provide a concrete advantage &#8211; getting closer to the water. <a href=\"https:\/\/www.myparkingpermit.com\/beach-parking-permits\">Beach pass<\/a> from myparkingpermit.com.<\/p><\/div>\n<p>Although current governor Jerry Brown hasn\u2019t been shy about raising taxes\u2014and increasing parking permit fees is certainly one option\u2014a more palatable alternative might be offering regional passes the way that national forests do. In that scenario, a user could purchase an annual pass for, say, $75 and gain admittance to state parks in two or three counties. While California would lose out on the $195 that the same user might\u2019ve paid for the current yearly pass (a $120 difference), it could gain more repeat local visitors overall.<\/p>\n<p>Introducing parking meters has also been suggested. Park-goers interested in visiting a coastal park during low tide, for instance, might balk at the $10-$15 daily fee and seek free parking on nearby streets. From <a href=\"https:\/\/www.flickr.com\/photos\/mulmatsherm\/\" rel=\"nofollow\">C Jill Reed<\/a>.<\/p><\/div>\n<p>Or the state could try a tack introduced last month by Nebraska senator Bill Avery, who proposed <a href=\"https:\/\/beatricedailysun.com\/news\/opinion\/editorial\/park-permit-proposal-not-popular\/article_c21ad005-67d7-5930-98b2-6e0fd60cfa4d.html\" rel=\"nofollow\">eliminating park permit fees<\/a> for state residents and replacing the lost revenue with a $7 registration fee to be levied for most motor vehicles. Nonresidents would still be required to purchase a park permit.<\/p>\n<p>The proposal failed, but it does point to states\u2019 desire for a more stable funding source for parks. And it might be that a diversified pricing scheme\u2014parking meters, regional and yearly passes, as well as a portion of motor vehicle registration fees\u2014would be the best path to follow in the future.<\/p>\n<div class=\"related-products\">\n<h3>Like this topic?
