Specific conditions include, but are not limited to:<\/p>\n<ul>\n<li>cannot walk 200 feet without stopping to rest;<\/li>\n<li>uses portable oxygen;<\/li>\n<li>cannot\u00a0walk without the use of or assistance from any of the following:\u00a0another person, brace, cane, crutch, prosthetic device, wheelchair, or\u00a0other assistive device;<\/li>\n<li>has\u00a0a cardiac condition to the extent that functional limitations are\u00a0classified in severity as Class III or Class IV according to standards set\u00a0by the American Heart Association;<\/li>\n<li>is\u00a0severely limited in ability to walk due to an arthritic, neurological, or\u00a0orthopedic condition;<\/li>\n<li>is\u00a0restricted by lung disease to such an extent that forced (respiratory)\u00a0expiratory volume for 1 second, when measured by spirometry, is\u00a0less than 1 liter, or the arterial oxygen tension is less than 60\u00a0millimeters of mercury on room air at rest;<\/li>\n<li>has\u00a0been diagnosed with a mental or developmental amentia or\u00a0delay that impairs judgment including, but not limited to, an autism\u00a0spectrum disorder;<\/li>\n<li>has\u00a0been diagnosed with Alzheimer&#8217;s disease or another form of\u00a0dementia; or<\/li>\n<li>is\u00a0legally blind or deaf.<\/li>\n<\/ul>\n<div id=\"permit\">\n<h5>How to obtain a permit<\/h5>\n<\/div>\n<p>Applicants must complete a Disabled Parking Plates or Placard Application (<a href=\"https:\/\/images.myparkingpermit.com\/doc\/Virginia MED 10.pdf\">MED 10<\/a>), which \u00a0must include certification of their disability by a medical professional. The application may be submitted in person at <a href=\"https:\/\/www.dmv.state.va.us\/DMVLocator\/\" target=\"_blank\" rel=\"nofollow\">any DMV customer\u00a0service center<\/a> or by mail:<\/p>\n<address>Virginia Department of Motor Vehicles<\/address>\n<address>P. O. Box 85815<\/address>\n<address>Richmond, VA 23285-5815<\/address>\n<div id=\"fee\">\n<h5>Fee<\/h5>\n<\/div>\n<p>All placards cost $5.<\/p>\n<div id=\"valid\">\n<h5>Validity\/expiration of placards\/permits<\/h5>\n<\/div>\n<p>Permanent placards (blue) are valid for 5 years. Temporary placards (red) are valid for up to 6 months.<\/p>\n<div id=\"renewals\">\n<h5>Renewing placards<\/h5>\n<\/div>\n<p>Recertification of disability is not required to renew a permanent placard.\u00a0Renewal should be done no more than 2 months before the placard&#8217;s\u00a0expiration and no more than 2 months after its expiration date. Applicants can choose any of the following methods for renewal:<\/p>\n<ul>\n<li><span style=\"line-height: 12.997159004211426px;\">By touch-tone telephone at 1-888-337-4782<\/span><\/li>\n<li>In person at <a href=\"https:\/\/www.dmv.state.va.us\/DMVLocator\/\" target=\"_blank\" rel=\"nofollow\">any DMV customer service center<\/a><\/li>\n<li>By mail at the address listed above<\/li>\n<\/ul>\n<p>Temporary disabled parking placards are valid for up to six months and cannot be renewed. To receive another temporary placard, applicants must follow the same procedure at initial issuance of the placard.<\/p>\n<div id=\"lost\">\n<h5>Lost placard\/replacement<\/h5>\n<\/div>\n<p>Applicants who wish to replace their lost, stolen, or damaged placards must\u00a0\u00a0follow the same procedure at initial issuance of the placard and check off the relevant box on <a href=\"https:\/\/images.myparkingpermit.com\/doc\/Virginia Form MED 10.pdf\">Form MED 10<\/a>.<\/p>\n<div id=\"hang\">\n<h5>Where to hang the placard\/permit<\/h5>\n<\/div>\n<p>The placard must be hung from the rear view mirror when the vehicle is parked in a disabled parking space.\u00a0The \u00a0placard holder\u00a0must be the driver or a passenger in the vehicle. In addition, the placard holder is required to carry the Disabled Parking Placard Identification Card issued with the placard and to present it to a law enforcement officer upon request.<\/p>\n<div id=\"misc\">\n<h5>Miscellaneous<\/h5>\n<\/div>\n<p>Until the time applicants receive a placard (typically within 15 days of the application submission date), they are provided with the receipt to hang on the rear view mirror.
